fix(Range): require the tooltip stylesheet in the component manifest (#1477)

The value bubble Range renders with `tooltips` is built on the tooltip
markup (`.tooltip`, `.tooltip-arrow`, `.tooltip-inner`), but the
`forms/form-range` entry of `css/components/manifest.json` required
nothing. A page loading `base.css` plus that entry's closure got a
bubble with no background or padding, sitting on the thumb, and a 0x0
arrow.

The entry now requires `tooltip`; no other manifest entry changes.
Measured in Chromium with the bundled plugin and
`data-coreui-tooltips="always"`: with the new closure the bubble's
margin, background, padding, size and arrow match `coreui.css`.
