Commit Message

fix(sig): verify through the resolved verifier instead of panicking (#1924)

The SigningIdentity wrapper returned by Service.GetSigningIdentity for
plain signers panicked in Verify, although Verify is part of the
SigningIdentity contract. Verify now resolves the verifier for the
identity through the service and delegates to it, returning an error
when no verifier can be resolved. The verifier is resolved on use, so
GetSigningIdentity keeps succeeding for callers that only sign.

Fixes #1366
