fix(SectionInput): read the field description on its sections (#1462)

The aria-describedby the page puts on the field reached only the group,
so a screen reader on a section, where the focus sits, heard
aria-invalid without the reason. The first section now carries the
field's aria-describedby, and every section does while the field is
announced invalid, so help text is not read again on each section and
an error message is heard wherever the focus is. The sections are
refreshed again after errorChange, so an error id the page adds to
aria-describedby in that listener reaches them in the same update.

The change adds 101 B gzip to coreui.esm.js, 86 B to coreui.bundle.js
and 65 B each to coreui.bundle.min.js and coreui.esm.min.js against
v6-dev, measured with gzip at level 9 as bundlewatch does, which takes
the four over their ceilings; each gets 0.25 kB more. coreui.js
(+87 B) and coreui.min.js (+64 B) stay under theirs.
