fix(SectionInput): ignore a digit that cannot start a section value (#1459)

applyDigitToSection took any single digit, so a day period typed as "3"
or "0" held a value it has no name for, which the section showed empty
and named "undefined" in aria-valuetext, and a quarter typed as "5"
reported 1 January of the next year. A digit above the upper bound of
the section, or, in a section whose values all have one digit, below
its minimum, is now ignored the way an unmatched letter already is.

A digit typed after letters, such as "q" then "3" in a QQQ quarter or
"j" then "1" in a text month, was appended to the letters and gave the
section the value NaN, with the same empty text, an Invalid Date in the
change event and a blank in the hidden input. It now starts the value
over.
