fix(state): reject a recipient-exchange request missing recipient data (#1903)

RespondExchangeRecipientIdentitiesView.Call dereferenced
request.RecipientData.Identity without checking that RecipientData was
non-nil. request is unmarshaled from a message sent by the counterparty,
so a peer that sends a well-formed ExchangeRecipientRequest with
RecipientData omitted or null crashes the responding node with a nil
pointer dereference.

Reject the request with an error when RecipientData is nil, and add a
regression test alongside the existing bad-payload case.

Fixes #1902
