fix(DatePicker): open a week picker on the row of today (#1449)

In week selection the popup of the date picker and the date range picker
opened on today's cell instead of the week row that is the grid's tab
stop: the entry took the closest element with a tabindex, and every cell
carries tabindex="-1". A screen reader then read one day instead of the
week, and the row's focus ring did not show. The entry now takes the
closest selectable cell or row first; the tabindex step stays for
aria-current content that is not a calendar grid. The docs say where
focus enters in week selection.
