fix(SectionInput): refresh the week section's aria-valuemax with the year (#1444)

The week section announced a range of 1 to 53 whatever the year, because
only the day section had its aria-valuemax updated when the other
sections changed. It now follows the ISO weeks of the year in the field,
52 for 2025 and 53 for 2026, as the arrow keys and typed digits already
did and as the React and Vue fields announce.
