fix(SectionInput): keep the day and week while the year is being typed (#1445)

Every digit typed into the year was committed at once, so the day and
week were cut against partial years: typing 2024 over the 29th of
February stopped at the year 2, which is not a leap year, and left the
28th, and week 53 fell to 52 the same way. The day and week are now cut
only when no section is part-way through being typed. A year left
unfinished is committed when focus moves to another section, leaves the
field or a date is pasted, so the cut still happens against the year the
field keeps.
