refactor(SectionInput): write aria-valuetext through a shared util (#1443)

The value text a section announces moves from SectionInput into
getSectionValueText in util/date-sections, so the React and Vue fields,
which announced a numeric month by its number, can use the same code. The
text stays Empty, the name of a text value, the Gregorian month name for a
numeric month, the full year, else the number. Two things change on the
way: a month section holding the leading 0 of a month being typed reads
"0" instead of "December", and the month is formatted on the 15th, so a
time zone change while the page is open cannot shift it to the previous
month.

The util's JSDoc adds 81-103 B to the unminified bundles (gzip, against
v6-dev; the minified ones shrink by up to 18 B), which takes coreui.js
over its ceiling, so it goes up by 0.25 kB.
