refactor(ref): deprecate the free @ref.new in favour of Ref(x) (#4286)

`Ref::new` is already a deprecated alias of the `Ref(x)` constructor,
but the free function `@ref.new` stayed live, so the old spelling kept
working without a warning from any other package. Deprecate it with
the same pointer to `Ref(x)`, give the `Ref::new` alias the same
message, and migrate in-repo callers (bench, quickcheck, ref docs and
tests).

Part of #4272.

Codex review: "Approved. Constructor semantics and ownership annotations are unchanged; all caller rewrites are Ref constructions."
