refactor: make non-mutating eager higher-order functions raise-polymorphic (#4278)

These consume their input eagerly, exactly like `each`/`fold`, which
already take `raise?` callbacks, but their own callbacks could not
raise:

- `Iter::all`, `any`, `count_if`, `find_first` (`Iter::each`/`eachi`/
  `fold` and `Array::all`/`any`/`count_if` are `raise?`)
- `Iter2::each` (it delegates to the `raise?` `Iter::each`)
- `String::find_by`, `StringView::find_by` (`String::all`/`any`/`fold`
  and `Array::search_by` are `raise?`)
- `Deque::binary_search_by` (`Array::binary_search_by` is `raise?`)

Lazy combinators (`Iter::map`, `filter`, ...) are intentionally left
alone because their callbacks escape. The mutating operations
(`retain`, `update`, `get_or_init`, ...) are left for a separate change
that can reason about partial-update states.

Part of #4272.

Codex review: "Approved. All eight functions execute callbacks eagerly; errors propagate without stored closures or state requiring repair."
