refactor(util): move the calendar keyboard into the calendar helpers (#1421)

The arrows, Page Up / Page Down, Space and Enter on a cell, and the keys
on a grid with nothing to focus were decided in three places, the
vanilla, React and Vue calendars, each with its own view edge, arrow
target, page target and offset that brings a date into view.
getCalendarKeyAction now takes the key, the focused date (null for the
grid) and the state of the calendar, and returns what to do: activate
the date, move the focus to a date (paging first when it is out of
view), page the calendar and focus a date or, on the grid, its panel's
tab stop, or stay. getStartOfView and getStartOfWeek replace
_startOfView and _startOfWeek, and the calendar keeps what touches the
DOM: Home and End on a cell, focusing and paging. Nothing changes in
behaviour.
