Settings: one control per choice (#1921)

* Settings: one control per choice

Clipboard and panel autoclear were a checkbox and a number each; they are a
number each, where 0 reads "Never". "Use template" and "Show all fields
templated" were two checkboxes with one meaningless combination (all fields
only applies with templating on, #1766); they are one choice of three, and
the template text is kept whichever is chosen. "Show menu bar" and "Show
process output" were checkboxes in the dialog; the menu bar already had a
Settings menu toggle (Ctrl+M), and the process output now has one next to
it, so both leave the dialog. The stored settings keep their keys and
meaning, so 1.8 reads a 2.0 configuration as before.

The process-output action takes its initial state from the setting, not
from the dock's isVisible(): before the window is shown no child of it
reports visible.

* lupdate + best-effort translations for the folded settings

Never, Fields:, the three field choices and the Show process output action
with its tooltip, filled in for every catalog but en_US, he and ru, kept
type="unfinished" for Weblate review.
