chore: drop the narrative comments from the date and time family (#1410)

The pickers, the fields, the popup and their util modules carried a paragraph
of prose on most functions, JSDoc that restated the signature, and module
headers with an essay under the license line. None of it reached a reader the
code does not already reach, and the unminified bundles ship every word of it.
The module headers are back to the license lines and the section markers stay.

coreui.js 143.18 -> 134.26 kB, coreui.esm.js 142.04 -> 133.15 kB,
coreui.bundle.js 153.11 -> 144.17 kB (gzip, bundlewatch); the minified bundles
are unchanged.
