fix(Popup): enter the panel on today only when today can be picked (#1404)

The panel's entry took the cell marked `aria-current="date"` whenever
nothing was selected, also when today was disabled (a `disabledDates`
entry, or a bound that excludes it), so the focus landed on a cell that
has no keyboard handling and the arrows did nothing. Today is now passed
over when it, or the week row holding it, is `aria-disabled`, and the
entry falls through to the calendar's own tab stop, which already sits
on the nearest date that can be picked.
