fix(OTPInput): stop firing change for a keystroke that changed nothing (#1296)

The routes beforeinput does not cover, an IME commit, dictation or a drop, still reach the input handler, which recomputed and emitted the value it already held. The hidden value is only written when it actually differs now. The guard's own test types the character for real instead of dispatching a synthetic InputEvent, which inserts nothing.
