chore(lint): enable usetesting in golangci-lint (#1812)

Replaces os.MkdirTemp/os.RemoveAll and os.Setenv with t.TempDir()/
t.Setenv() (GinkgoT().TempDir() in the two Ginkgo specs) across the
packager, web server, cryptogen ca/csp, MSP mgmt, and config provider
tests. All three register their own cleanup, so the manual
AfterEach/defer/save-restore code that came with the os.* calls goes
away too.

Enables golangci-lint's usetesting linter, which flags exactly this
pattern, so it stays fixed going forward.
