refactor(OTPInput, PasswordStrength)!: enable them with a bare data attribute (#1264)

Both are wrappers the plugin builds its structure inside — the OTP slots, the
strength meter — so neither is a control the user activates, and neither
belongs on `data-coreui-toggle`. They now answer to `data-coreui-otp` and
`data-coreui-password-strength`, the shape Chip Input, Chip Set, Multi Select
and the masked date and time fields already use.

This also drops the OTP field's odd toggle value: it scanned for `"otp"` while
the component is OTP Input, and the attribute name now carries the identity.
