refactor(colors): theme colours carry their base in the theme map (#1148)

$colors holds the palette hues only. Every $theme-colors entry has a base
slot: the five hue variables move from _colors.scss to _theme.scss next to
$secondary and $inverse, in one theme-color-variables block. The scale
generator is a function (color-scale-tokens) shared by the palette loop and
theme-color-scale-tokens(), which emits the base and its 100-900 stops for
a fixed base and only the base for a light-dark() pair; _root.scss emits
both maps in the colors layer. Sorted coreui.css is unchanged; the
Bootstrap theme, whose $secondary is a fixed gray, gains a secondary
scale. Docs cite the single block; migration describes the split.
