test(integration): run libp2p in four targets instead of nine (#1716)

Every It pays a full network generate/start/stop cycle, so a libp2p
Describe in a Fabric suite costs an extra Fabric bootstrap. Label every
Describe by comm type, drop libp2p from the five Fabric suites where it
adds nothing, trim pingpong's libp2p sweep to the wire-level specs, and
split fabric/iou into two parallel CI entries.

Also execute the libp2p host module's unit tests. They share a
conformance suite with the websocket host but the module is nested, so
the root `go list ./...` never saw them and CI never ran them.

Replaces a fixed 7s sleep in pingpong with a poll of the stream call it
was waiting for, and defaults the nwo harness to websocket.
