test(fabricx): cover channel configuration updates (#1713)

Nothing exercised the fabricx channel config monitor's update path --
until now it only ever ran for a channel's genesis configuration. This
adds a suite that changes the configuration of a running network and
checks the FSC nodes follow it: across successive updates, for a node
that was down when one landed, and for a configuration the nodes cannot
support, which they must refuse while going on serving the one they hold.

Fabric-X has no client-side component that submits a configuration
update, so the nwo helpers to read the committer's current configuration
and to compute, sign and broadcast a new one come with it.
