fix(forms): validate the multi-select frame live, size the enclosed nav border from its token (#1105)

The live-validation rule for the multi-select looked for a
.form-control-group inside .form-multi-select, but the wrapper is the
group itself (the native select is its first child), so :user-invalid
never reached the frame. The group now matches its own child select.
The two class-state selectors that assumed the same nesting for the
autocomplete and the multi-select were dead for the same reason and
are gone; .form-control-group.is-* covers both.

.nav-enclosed's active link drew its border 1px wide while declaring
--cui-nav-enclosed-link-border-width; it reads the token now.
