fix(Badge): carry the theme slot in the background token (#1106)

--cui-badge-bg is declared and read on the same element, so the theme
slot belongs inside the token, as it already is for --cui-badge-color;
with the slot in the rule instead, a --cui-badge-bg override on a
themed badge did nothing. The rule paints with plain background-color
and rounds through the border-radius mixin (no more dead fallback and
stylelint disable), which is how upstream writes both.
