docs: document responsive placement, and name a breakpoint that exists (#1039)

Menus, tooltips and popovers all read `breakpoint:placement` prefixes — the
menu page was the only one saying so, and it named `2xl`, which the parser
drops on the floor: the map holds `xxl`, so `2xl:top` is silently ignored.

The tooltip and popover pages get the section they never had.
