feat(forms)!: labels render medium and full-contrast by default (#963)

$form-label-font-weight is var(--cui-font-weight-medium) and
$form-label-color is var(--cui-fg-body) — labels stop inheriting the
surrounding weight and colour, so they anchor a field visually and stay
readable inside muted or tinted contexts. Both stay knobs: null (or the
tokens set to inherit) restores the old behaviour. .col-form-label's
symmetric padding pair collapses to padding-block. Migration entry under
the forms components.
