feat(menu,toast): the transition property list lives in a token (#957)

--cui-menu-transition-property (opacity, transform, display) and
--cui-toast-transition-property (opacity, display) join the existing
duration/timing tokens, and both components animate through
transition-props with allow-discrete — the same shape the alert and the
buttons already use. One token now adds a property to the animation
where the shorthand needed the whole declaration restated. Computed
lists, durations and behavior are unchanged; the only computed delta is
the timing function on display, which a discrete property never uses.

Dialog and drawer stay on their hand-written lists: their
visibility-with-delay choreography cannot be said in the longhands, and
replacing it is the display-animation model decision, not a token move.
