fix(card): the header tabs' negative margin survives the cascade (#956)

.card-header-tabs lost its margin-bottom to the base .nav rule's
margin-bottom: 0 — equal specificity, and _nav.scss is emitted after
_card.scss — so the tabs never pulled the header's edge up and a strip
of header padding showed between the tabs' line and the card body. The
selector is .nav.card-header-tabs now, with a comment naming the trap.
Measured: the active tab sits flush with the body (gap 0, was 9px).
