feat(Figure): declare the image-to-caption gap as a token (#863)

The space between a figure's image and its caption was compiled into the
`.figure-img` rule, so retuning it meant rebuilding from Sass. It was the last
measurement in `scss/content/` with no token behind it, and the only part of a
figure a browser-side override could not reach — the caption already declared
its font size and color on itself.

`.figure-img` declares `--cui-figure-img-margin-bottom` and reads it. The value
is unchanged.
