feat(placeholder): expose the two opacities as tokens (#858)

The component had no tokens at all: the resting opacity, the glow keyframe and
the wave's gradient were compiled in, so nothing about a placeholder could be
retuned without recompiling. `--cui-placeholder-opacity-max` and
`--cui-placeholder-opacity-min` are declared on `.placeholder` and read by both
animations.

The wave's trough was `1 - $placeholder-opacity-min`, arithmetic resolved at
build time. It is `calc(1 - var(…))` now, so the value follows the token.

The tokens are declared on `.placeholder-wave` as well, not only on
`.placeholder`. The wave class sits on the parent and the placeholder on the
child, so reading the token from `.placeholder` alone leaves it unset where the
mask is built: `calc(1 - <unset>)` is invalid at computed-value time and takes
the whole `mask-image` with it, which drops the animation to `none`.
