chore: use smaller maxLimit for flag-creators

This is `alpha` endpoint and still behind a flag so it's safe to do. 

I was thinking about this, and decided that it's not ok to have such a
big limit.
Easiest fix is to fall back to the default `1000` in the
`normalizeQueryParams`. This should be plenty for most users.

If we ever decide to increase it it will be way easier than trying to
decrease it.
