chore: virtualized filter for flag-creators 

Rendering 1k options is slow. 
Rendering 10k options is unusable. 

Adding virtualizations fixes it. 

What this PR doesn't address is DB load and data transfer. 

- [ ] DB load - we have metrics, but this should't be too bad. 
- [x] Data transfer - our users endpoint is not paginated and returns
all users - this is a subset of that so it won't be a problem for some
time.
- [ ] 10k limit is kind of arbitrary, but we don't really need more atm.
