ci(runner): wire in Hetzner runners as a RUNNER_PROVIDER option

check-runner now branches on the RUNNER_PROVIDER env var: "hetzner" creates an ephemeral
Hetzner cpx62 (16 vCPU, Docker 27.5.1) that boots straight into a CircleCI runner registered
under freegle/katapult-runner — a drop-in the existing build-test-katapult workflow claims.
"katapult" (default) keeps the existing Katapult VM provisioning. Capped at 2 concurrent
runners either way. The Hetzner API token comes from the HETZNER_API_TOKEN CircleCI env var.

scripts/hetzner/ carries the cloud-init (Docker 27.5.1 pinned + Node 22 + passwordless sudo +
CircleCI runner) and helper scripts. The server self-destructs on 10-min idle, billing-aware
(Hetzner bills per started hour, so it stays up until near the hour's end then deletes itself).

This unblocks CI while Katapult billing is down and removes the single-vendor dependency; flip
RUNNER_PROVIDER back to katapult (or drop the var) to revert.
