fix(ci): don't wipe the Hetzner runner workdir between tasks (cleanup_working_directory: false)

The Hetzner runner cloud-init set cleanup_working_directory: true, so the machine
runner tried to remove /home/circleci/workdir before each task, running as the
circleci user. The compose stack leaves root-owned files there (e.g.
logs/spamassassin/spamd.log, written by spamd as root), so the removal failed with
"unlinkat ... permission denied" and every reused runner died as infrastructure_fail.

The working Katapult runner uses cleanup_working_directory: false (the build cleans
up after itself via docker-compose down + checkout). Match it. The two live runners
were deleted so fresh ones provision with this config (cloud-init only runs at boot).
