fix(nav): keep nav white, mute the job-ads block instead

Follow-up to 3fd7e747c, which muted the bottom nav bar. The nav should stay clean white
chrome; it's the job-ads strip that should recede. Revert the nav background to white and
instead give the WhatJobs slot (JobsDaSlot, the sticky bottom ad on Browse) the muted grey
background, so the ads read as distinct sponsored content and separate from the white nav
above them.
