fix(nav): mute the mobile bottom-nav background so it separates from job ads

The bottom nav bar was pure white, the same as the WhatJobs ad cards that can sit directly
beneath it on Browse, so the bar didn't read as fixed chrome. Give it a muted grey background
($color-gray--lighter) - with the existing top border + shadow it now clearly reads as the nav.
