fix(modtools): friendlier, clearer IP-abuse worry wording for non-technical mods

The IP-abuse flag showed "IP abuse: IP 104.28.40.129 recently used by 8 different user
accounts. Recent sender user IDs from this IP: 44997601, ..." — jargon that reads like a
verdict, a raw IP that means nothing to most mods, and a list of user IDs with no guidance.

Now it reads in plain English, matching the other worry boxes:
- 5+ accounts: "Posted from a much-used connection: This post came from an internet
  connection that N different accounts have posted from in the last month. Occasionally
  that's one person running several accounts — but it's often completely innocent (shared
  wifi, a mobile network, a family, a library or workplace). Please check the post itself;
  if nothing looks wrong, it's fine to approve."
- 20+ communities: "Posted to many communities: ... has been used to post to N different
  communities ..."

The IP and user/community IDs stay visible (muted, below) for reference. ContentCheckService
now returns userCount/groupCount so the sentence renders without parsing the raw IP out of
the detail string; the frontend falls back to users.length for older stored flags.
