refactor(argparse): drop duplicate OptionArg::new

`OptionArg::OptionArg` and `OptionArg::new` were identical functions in
`arg_spec.mbt`. Drop the duplicate, attach the docstring to the
constructor, and make `new` a deprecated alias.
