refactor(string): drop duplicate Regex::new

`Regex::Regex` and `Regex::new` were identical functions (modulo the
docstring) in `regex.mbt`. Drop the duplicate `Regex::new`, attach the
docstring to `Regex::Regex`, and make `new` a deprecated alias. Migrate
internal `try! Regex::new(...)` calls and the test/bench-test call
sites that used `@string.Regex::new(...)`.
