refactor(json): drop duplicate Replacer::new

`Replacer::Replacer` and `Replacer::new` were identical functions in
`json.mbt`. Drop the duplicate, attach the docstring to the constructor,
and make `new` a deprecated alias. Migrates `@json.Replacer::new(...)`
mentions in doc comments, README, and one test.
