refactor(argparse): drop duplicate PositionArg::new

`PositionArg::PositionArg` and `PositionArg::new` were identical
functions in `arg_spec.mbt`. Drop the duplicate, attach the docstring to
the constructor, and make `new` a deprecated alias.
