i18n: add Telugu (te) translation skeleton (#1374)

* i18n: add Telugu (te) translation skeleton

Bootstrapped via the skeleton + qmake6/lupdate workflow documented
in the qtpass-localization skill. The file contains all 304 source
strings as type="unfinished" (302 empty + 2 numerusform plural
skeletons), ready for Weblate translators to claim.

Uses the language-only 'te' code (no country suffix). Telugu is
single-region (Andhra Pradesh, Telangana) so Qt's locale fallback
covers regional variants automatically.

Mirrors the recent pa_IN / sw / bn / fa / hi / ur / vi / th
skeletons. Marathi (mr) follow-up planned next.

Reviewer findings (verified each against current code):

- **Applied**: passphrase advisory typo. "జాగ్రత్తగా ఆనుకోవాలి"
  (≈ "must lean carefully") → "జాగ్రత్తగా ఎన్నుకోవాలి"
  (= "must choose carefully"). Real native-speaker correction.

- **Partial**: mnemonic suggestions. Reviewer asked for in-word &
  on Telugu letters (`&స్థానిక`, `&pass`).
  - For `Nati&ve Git/GPG`: kept project convention `(&v) స్థానిక
    Git/GPG` (parens-at-start). Matches bn / pa_IN / ta / si
    (4 of 5 Indic locales); only hi uses in-word `&` on
    Devanagari. Putting `&` before Telugu letter `స` is bad UX
    since most users can't type that as an accelerator.
  - For `&Use pass`: switched to in-word `&pass ఉపయోగించండి`.
    Matches the dominant pattern across Indic locales (bn / hi /
    si / pa_IN all use in-word `&` on the Latin "pass" word).

Also re-ran full audit:
- 0 placeholder / 0 HTML / 0 mnemonic / 0 mixed-script.
- 0 cross-script leaks (Devanagari/Bengali/Tamil/Gurmukhi/
  Cyrillic/CJK/Hangul/Arabic).
- 0 verbatim-untranslated, 0 length-ratio outliers.
- Public/Private key sweep: 11 entries, no inversions (the
  recurring MT goof from lt_LT and pa_I... (continued)
