feat(skills): add skills and rules commands for shared AI tooling (#13)

### Description

Adds `arc skills` and `arc rules` so a canonical `~/ai/skills` store and
shared rules file can stay in sync across Claude, Codex, Cursor, and
opencode via symlinks, with validation, dry-run, and tests.

## Added

- `arc skills` (add, sync, list, validate, remove, prune) and `arc
rules` (sync, status)
- `internal/skills` package (paths, frontmatter, sync, provider
registry)
- `AGENTS.md` contributor notes for this repo

## Updated

- README with skills/rules usage; `go.mod` / `go.sum` (yaml.v3, x/sys)
- `cmd/commands_test.go` expected command list; trim redundant comments
in `internal/shell`
