feat(cmd): gate admin commands and use fastfetch for info (#12)

## Description

Hide the NBA-only workflow command behind an extra-commands flag and
simplify `arc info` to shell out to `fastfetch`. This keeps admin-only
behavior out of the default CLI surface while aligning setup and
validation with the new dependency.

### Added

- Added `ARC_EXTRA_COMMANDS` gating for extra CLI commands plus tests
for hidden/admin command behavior.

### Updated

- Replaced the custom `arc info` output with `fastfetch`.
- Added `fastfetch` to setup, validation, and docs coverage.
