[REF] Add `_use_params` context manager for hooks-based KFAC/EKFAC (#282)

Temporarily replace module parameters with self._params values during
hooks-based computation. This ensures the hooks backend uses the
provided parameter values rather than the module's own state, enabling
correct behavior when params dict values differ from the module's
parameters. Handles weight tying correctly since tied parameters share
the same Parameter object.
