[ADD] Support callable `model_func` in Jacobian operators (#280)

Set SUPPORTS_FUNCTIONAL = True on JacobianLinearOperator and
TransposedJacobianLinearOperator. Fix _adjoint methods to pass
self._model_func and self._params (always available) instead of
self._model_module (only set for Module). Update functorch_jacobian
ground truth to accept callable + dict params.
