[ADD] Support callable `model_func` in `GGNDiagonalLinearOperator` (#279)

Set SUPPORTS_FUNCTIONAL = True on GGNDiagonalComputer. Widen type
hints on both GGNDiagonalComputer and GGNDiagonalLinearOperator.
Add ground_truth_transform parameter to check_linop_callable_model_func
for diagonal operators.
