Add parallel download support to package installer hook

Downloads NuGet packages in parallel (up to 8 concurrent) instead of
sequentially, significantly reducing startup time for web sessions.

Changes:
- Use xargs -P for concurrent downloads with configurable MAX_PARALLEL
- Make download_pkg thread-safe with unique temp files per process
- Track failures in separate files per package to avoid race conditions
- Export function and variables for use in parallel subshells
