Skip pre-commit hook on web sessions to prevent timeout

The pre-commit hook runs dotnet format which can take too long
on Claude Code web sessions due to limited resources, causing
timeout errors. Web sessions set CLAUDE_CODE_REMOTE=true, so we
detect this and skip the hook (matching pre-push behavior).
CI/CD will run the same validations after push anyway.
