Skip pre-push hook on web sessions to prevent timeout

The pre-push hook runs dotnet restore, build, and tests which can
take too long on Claude Code web sessions, causing timeout errors.
Web sessions set CLAUDE_CODE_REMOTE=true, so we detect this and skip
the hook. CI/CD will run the same validations after push anyway.
