Commit Message

Remove old TaskTest base class.

- Rename pants_test/tasks/test_base.py to task_test_base.py.
- Move TaskTestBase into that file.
- Fix all BUILD file and import references.

After this change there will be only one way to set up task tests, which will allow us to clean up a bunch of options/config mocking stuff.
